NHK英字ニュース(TEPCO says some rates still valid from April 1st)

Tokyo Electric Power Company, or TEPCO, says it will raise electricity rates next month, but that some users could keep paying old rates until their current contracts expire.

TEPCO said on Wednesday that contracts for 25 percent of its users targeted for a rate increase will expire on April 1st, but not those of the other 75 percent.

The firm had said it would raise rates by an average 17 percent for corporate users with contracts for 50 kilowatts or more, but was later flooded with inquiries about when the rates would go up.

Last week, industry minister Yukio Edano ordered the utility to offer more details.

The firm says it will notify users about rate hikes in writing and confirm by phone whether they plan to keep paying their contract rates.

この報道だけ見ると、
「東電が、ドサクサにまぎれて全契約者の電気料金UPを狙っていたが、無理とわかったので今頃になってようやく[全契約者が対象ではない]と言い出した。けしからん。」です。
本当に、頭にきます。
が、ウラでは色々あるんでしょうねー。
今後の動向が注目です。
