Kaieda 'asked Kan to leave' defeated DPJ

Amid turmoil erupting within the Democratic Party of Japan due to its massive defeat in Sunday’s House of Councillors election, DPJ President Banri Kaieda is believed to have urged former Prime Minister Naoto Kan to quit the party Wednesday, describing Kan’s support for an independent candidate in the recent race as a rebellion against the DPJ.

Kaieda’s move came on the heels of the DPJ’s loss in the upper house election. However, his action has drawn objections from some DPJ members close to Kan. They have defended Kan, saying he was not the only one to back the independent candidate.

On Wednesday afternoon, the DPJ Standing Officers Council held a meeting on how to discipline Kan, but failed to arrive at a conclusion, putting off a final decision on the matter.

A day earlier, DPJ Secretary General Goshi Hosono said that he would step down in late August to take the blame for his party’s defeat. This has apparently done much to undermine Kaieda’s power to enforce party unity among DPJ members, according to analysts.

The DPJ’s intramural confusion could drag on, depending on Kaieda’s decisions about how to deal with problems arising from his party’s electoral setback, including his request for Kan to quit the party. In that event, greater calls could arise for Kaieda himself to step down as DPJ president to take responsibility for the party’s electoral misfortune, observers said.

On Wednesday, Kaieda held talks with Kan, a member of the DPJ’s top brass, at a Tokyo hotel. During the meeting, he is believed to have urged the former prime minister to voluntarily leave the leading opposition party. However, this antagonized pro-Kan party members who have argued it is unreasonable for Kan to be singled out for criticism.

The DPJ’s top-level council is expected to hold another meeting on how to punish Kan. Senior party members could decide that Kan should be urged to leave the party or be expelled, given the weight of his position as former DPJ president.

Prior to the start of official campaigning for the upper house election, the Kaieda-led DPJ top echelon had designated two party members, Masako Okawara and Kan Suzuki, as candidates running on DPJ tickets in Tokyo. Immediately before the start of the campaign, however, the DPJ rescinded its decision to run Okawara as an officially endorsed party candidate. Instead, the DPJ chose to field Suzuki as the DPJ’s sole candidate in that capacity.

This antagonized Okawara, who chose to run as an independent. Both Suzuki and Okawara were defeated in Sunday’s election.

During the election campaign, Kan backed Okawara, saying, “I’ll stand by her despite her lack of official DPJ endorsement.” The DPJ’s Tokyo chapter asked the party’s top echelon to punish Kan, insisting that his action was “tantamount to injuring the party.”

Meanwhile, the DPJ will also likely punish former Prime Minister Yukio Hatoyama for making a comment that appeared to side with China in connection with its claims to the Senkaku Islands in Okinawa Prefecture. “From the standpoint of China, there is good reason to believe [the islands] were stolen [by Japan],” Hatoyama has said more than once.

Hatoyama has already left the DPJ. Even so, the party’s top cadre will consider expelling him retroactively.

Kan and Hatoyama made great contributions to the DPJ, as they led the creation of the party. However, more and more DPJ members are calling for them to be severely punished.

“Because of their selfish behavior, the bad impression has spread that the DPJ is a party without unity,” a midcareer member said.

If the DPJ cannot punish them strictly, it is likely that Kaieda, who has already announced he will remain in the party’s top post, will face strong internal calls for him to take responsibility.

An extraordinary Diet session is scheduled to be convened on Aug. 2, and the president and vice president of the House of Councillors will be chosen. The vice president will probably be picked from the DPJ, the second-largest force in the upper house.

However, since the DPJ is now busy dealing with the postelection situation, coordination on selection of a candidate for the post has not been going well. Azuma Koshiishi, the head of the DPJ upper house caucus, was seen as an appropriate choice, but some members have said Koshiishi should also take responsibility for the devastating defeat, according to a young DPJ member.

Some members of the DPJ’s local chapters are calling for the resignation of Kaieda, who announced shortly after the election that he would not step down.
