中止慰留小澤 日執政黨分裂

日本執政黨民主黨的分裂幾乎已成定局！「讀賣新聞」一日頭版報導，首相野田佳彥指示黨幹事長輿石東，對率眾離反的小澤一郎所做的慰留工作實際上已經中斷，小澤離開民主黨另組新黨的情勢不可避免，國會眾參兩院集體脫黨人數可能超過五十人，野田內閣今後的運作將出現空前難關。
脫黨者恐逾50人
野田六月三十日在「讀賣國際經濟懇談會」的演講中，就處分小澤一事表示，「依據黨規嚴正處分」，並強調將在二日召開黨幹部會議，親自主導小澤派的處分問題。
領導民主黨最大派閥的小澤，在六月二十一日已獲得派內約四十五人的離黨申請書。在二十六日消費稅增稅法案表決後，小澤派的集會上共出現眾議員四十一人、參議員十三人，但也有對脫黨態度消極的議員，下週是否全體追隨小澤出走，仍有變數。
據讀賣新聞統計，離定脫黨的眾議員約四十人，參議員超過十人。「小澤新黨」一旦成立，在黨勢上將有去年底成立的小澤系新黨「新黨KIZUNA」的九名眾議員匯合，若眾院的議席超過五十一人，將可單獨提出內閣不信任案。
小澤派脫黨出走對野田內閣將產生重大影響，目前民主黨在眾院擁有二百九十三席，若小澤派脫黨人數超過五十五人，民主黨將成為少數執政黨，無法單獨否決內閣不信任案。脫黨者若為四十二人，加上小澤系「新黨KIZUNA」的九人，則小澤的新政黨將可單獨提出內閣不信任案。另外，參院若有十九人脫黨，民主黨黨團將淪落為第二大黨團，喪失主導權；若有六人脫黨，民主黨與公明黨合計也達不到半數，除非自民黨支持，否則野田政權運作將難上加難。

Noda decides to part ways with Ozawa

Prime Minister Yoshihiko Noda has taken a decisive step toward parting ways with former Democratic Party of Japan President Ichiro Ozawa.
At a lecture meeting held Saturday in Tokyo, Noda said he would convene a DPJ board meeting on Monday to submit a proposal on punishing Ozawa and other party members who voted last week in the House of Representatives against bills for integrated reforms of the social security and tax systems, including bills to raise the consumption tax rate.
His remarks were a de facto announcement of an end to the DPJ's efforts to persuade Ozawa not to split the party, efforts that were led by party Secretary General Azuma Koshiishi. Noda has apparently concluded that spending more time on persuading Ozawa may threaten the integrated reform bills' passage in the House of Councillors.
Noda's decision means Koshiishi's policy of emphasizing party unity above all else has failed, which will inevitably undermine the authority of the party's No. 2.
At a question-and-answer session of the Yomiuri International Economic Society lecture meeting on Saturday, an audience member asked Noda about the possibility of revising the integrated reform bills to appease party dissenters.
"Never," Noda said flatly. "I mean, never. Such a thing could never happen."
Recently, a proposal to revise the integrated reform bills to persuade Ozawa--who has hinted of leaving the DPJ and creating a new party--has surfaced among some DPJ members. Suggested revisions include removing the dates of the consumption tax hike from the bills, which would render them virtually toothless.
However, it is unlikely the Liberal Democratic Party and New Komeito, which have cooperated with the DPJ to pass the bills in the lower house, would agree to revise the bills.
Some DPJ members have suggested other ideas to prevent Ozawa from becoming an enemy of the DPJ, such as Ozawa and his followers staying in the party but seceding from the lower house parliamentary group composed of the DPJ and certain independents.
Another idea is to dissolve the DPJ and create two new parties, one succeeding the DPJ and the other comprising Ozawa and his followers, which would enable the new parties to share government subsidies allocated to the DPJ. However, Noda clearly rejected these options at the lecture meeting.

民主分裂へ…首相が造反処分、小沢氏ら２日離党
民主党が、２日に分裂することが確実となった。
野田首相は３０日、社会保障・税一体改革関連法案に関する２６日の衆院本会議採決で反対票を投じた小沢一郎元代表ら造反議員に対する処分問題で、２日に党役員会を招集して処分を発議する意向を表明した。輿石幹事長による小沢氏への慰留工作を事実上打ち切る考えを示したものだ。小沢氏も党内にとどまることは不可能と判断、離党届を同日提出して新党結成に動き出す方針で、離党者の規模は衆参合わせて５０人超にのぼる見通しだ。
首相は、東京・内幸町の帝国ホテルで開かれた読売国際経済懇話会（ＹＩＥＳ）で講演し、小沢氏らの処分について「役員会で発議をし、常任幹事会で承認・決定し、倫理委員会に諮る。来週早々にも役員会を開く」と述べた。「党のルールにのっとって厳正に対処する。私も役員会に出て方向性を出す」として、自ら処分を主導する考えを表明した。
