法規は、つかみどころがないのが特徴です。
チョーマニアックな問題が満載です。
しかし、過去問をよく見ると頻出している問題があることが判ります。
その頻出問題は、点数で言うと約４０点くらいになります。
あと２０点足りません。
残りの２０点のために、膨大な時間をかけてマニアックな問題を暗記するより、
B問題に出そうな計算問題を勉強します。
そう、法規も計算がポイントになります。
まとめると、
１．過去問で頻出問題のみ完璧にする
２．B問題に出そうな計算問題に時間を費やす
です！

緬甸民運領袖翁山蘇姬今天表示，本週末舉行的緬甸國會補選，籌備期間發生諸多違法情事，使得這次選舉無法稱得上達到全面民主。
國會補選將在4月1日舉行，這位諾貝爾和平獎得主在投票前舉辦的記者會中表示：「由過去幾個月以來此間發生的情事來看，我不認為這次選舉可稱為真正自由和公平的選舉。」

電験１種合格のポイント（勉強法） ―理論編―
今回は、「理論」の攻略法の紹介です。
理論は、本気でやろうとすると、かなり奥深く、難しいです。
しかし、一次試験の様に選択式だと、意外と回答できたりします。
正攻法で解こうとすれば、回答できず、
選択枝のみをよーく精査して回答すると、意外とあたっていたりします。
私の場合、受験初年度（H17)、勉強ゼロの状態で受験して、理論は合格しました。
しかし、ある程度勉強して臨んだH21年度、H22年度は不合格でした。
特にH22年度は、一次試験理論のみの受験にも関わらず
（他三科目は前年度合格）、不合格でした。
初年度での心理状態は、
「勉強できていない。解けるわけない。邪道で攻めるしかない。回答選択肢のみ見て、単位次元とかチェックしながら何とか回答しよう」でした。
H21年度、H22年度の心理状態は、
「ある程度勉強した。正攻法で答えを導き、その答えを選択肢から選ぼう」でした。
結局、合格しやすい心構えは、
「できる限りじっくり時間かけて勉強する。試験では、正攻法にこだわらない」
だと思ってます。
勉強は、「電磁気」「不平衡三相回路」等の難関項目を中心に、過去問を数多く解きます。

象棋（シャンチー）、中国将棋、Chinese Chess、中国チェス！！
今日は、象棋（シャンチー）の紹介です。
象棋は、チェスや将棋と違って、囲碁のように線の交点に駒を置きます。
その他に、
敵陣と自陣の間に河が流れていたり、
将（師）と仕（士）は、宮殿から外に出ることができない、
包は、相手の駒をとる場合は、必ず駒を飛び越えなくてはいけない、
等のユニークな特色があります。
この象棋セットは、台湾の誠品書店で買いました。
意外と高く、２,０００円（７００元）くらいしたような記憶があります。
将棋を知っている人なら、象棋のルールはすぐに覚えられます。
趣味の一つに加えてはいかがでしょうか？

日本法務大臣小川敏夫日前簽署死刑執行令，同意於今(29)日上午處決三名死刑犯；據悉，這是2010年7月後，首次執行死刑，也是民主黨掌權後，第二次執行極刑。
日本政府今天上午分別於東京、廣島及福岡監獄執行絞刑；據日媒報導，被處死刑之一的上部先生，於1999年在山口縣下關市鐵路的下關站，持菜刀先後殺害了5人，並造成10人受傷。
另外兩位死刑犯分別為犯下連續強盜殺人案的44歲松田先生，及殺死前妻父母及兒子的46歲古澤先生。雖然日本當局沒有明確指出執行時間，不過絞刑通常都在早晨行刑。
日本在2011年沒有行刑過任何死刑犯，但小川敏夫於本年一月上任時，就透露過有意於最近執行死刑，而在獲得國民支持後，也履行職責下達執行令。不過，東京當局此做法，也引來人權團體及歐洲政府的抗議。
據悉，日本目前仍有132起死刑定讞還未執行。

The European Union and South Korea have urged North Korea to call off its planned rocket launch.
European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso met South Korean President Lee Myung-bak in Seoul on Wednesday. The EU leaders were in Seoul to attend the Nuclear Security Summit, which ended on Tuesday.
At a joint news conference after the meeting, Van Rompuy said they shared grave concern over North Korea's rocket launch plan.
He said the launch would be a clear violation of UN Security Council resolutions and undermine stability of the Korean Peninsula.
The EU and South Korea urged the North to resolve its food shortages before promoting missile and nuclear development.
The South Korean government estimates the entire cost of the planned rocket launch at about 800 million dollars, including the construction of a new launch site. It says the sum could buy more than one million tons of Chinese rice.
The South says if the money had been spent on food imports, North Korea's shortages could have been eased to a certain degree.

日東電核子反應爐停止運轉
日本東京電力柏崎刈羽核電廠6號機於昨晚11時59分停機進入定期檢查，東電的17座核子反應爐已全部停機。
包括311大震災出事的福島一廠，東京電力擁有的17座反應爐已經全部停機，日本國內的54座商用核子反應爐裡，現在只剩下北海道電力泊核電廠3號機運轉。
北海道電力泊核電廠3號機也將在下個月下旬停機接受定期檢查，如果在那之前，沒有其他停機檢查的機組重新啟用，日本將在5月暫時與核子發電說再見。
柏崎刈羽核電廠6號機今天傍晚將可以進入冷溫停止狀態，東電社長西澤俊夫昨天表示，「目前應該可以確保穩定的電力供應，請大家在不勉強的範圍內節省用電」。
東電依靠核能發電部分為1730萬kWh，占東電整體的1/4，為了應付今年夏天的冷氣需要，目前正緊急設置火力發電的燃氣輪機等，希望能在沒有核電的狀況下維持5700萬kWh的發電量。

All Japan's nuclear reactors face a possible shutdown if none are allowed to resume operations before the last working reactor in northern Japan, is turned off in May.
At the time of the Fukushima nuclear accident last March, 37 out of Japan's 54 nuclear reactors were operating.
The Nuclear and Industrial Safety Agency has now received the results of stress tests of 16 reactors checked since last October. The tests are designed to see how well the reactors can withstand earthquakes and tsunami.
Japan's Nuclear Safety Commission on Friday endorsed the test results of 2 reactors at the Ohi plant on the Japan Sea coast.
Prime Minister Yoshihiko Noda and 3 Cabinet members in charge of nuclear issues will decide soon whether the government can obtain local agreement and restart the 2 reactors.
The Nuclear and Industrial Safety Agency also finished assessing another reactor in Ehime Prefecture, western Japan.
The Nuclear Safety Commission says a second stage of stress tests are needed that takes into account whether reactors are prepared for severe accidents such as a nuclear meltdown.

A group of Democratic Party lawmakers led by Secretary General Azuma Koshiishi held talks on Friday with Xi in Beijing. Xi is widely expected to be China's next leader.
At the outset of the talks, Xi said mutual trust is needed to strengthen relations between the 2 countries and that politicians should assume responsibility for history.

Koshiishi also asked China to relax restrictions it imposed on Japanese food imports after the Fukushima nuclear accident.
