日媒：大陸駐日本書記官疑當間諜
日本讀賣新聞今天(29日)報導，中國大陸駐日大使館一等書記官，涉嫌隱瞞外交官身分，非法申請在日居留證進行情報工作，警視廳本月要求他出面，但他卻已返回大陸。
報導指出，這位現職東京港區中國大使館工作的45歲一等書記官，出身於人民解放軍總參謀部，日文非常流利，曾經在日本培養新一代政經人材的「松下政經塾」學習，是1位日本通。
根據報導，這名書記官隱瞞自己出身人民解放軍的身分，在日本與政經界重要人物交流，開創自己特殊的人脈，日本公安當局認為他一開始就以間諜身分接任外交官工作，現正調查他在日本活動的真實情況。
根據警視廳的消息，書記官涉嫌在4年前隱瞞自己外交官的身分，向東京葛飾區公所提出申請，非法取得外國人登錄證。
外國人登錄證就是外國人在日本的居留證，只要居住在日本的外國人都必須向當地區公所申請，但是在大使館工作的外交人員身分特殊，擁有特別的身分證明，不需要申請外國人登錄證。
產經新聞也報導指出，這名書記官使用2008年當外交官之前取得的外國人登錄證，隱瞞身分到銀行開戶，並在同年4月以東京大學研究員的假身分和假地址，向葛飾區公所申請更新登錄證。
他用假身分開的銀行帳戶中，每月都有來自東京某健康食品公司匯進來10萬日圓(約新台幣3.7萬元)左右的「顧問費」，這家健康食品公司當時據說打算到中國大陸發展，書記官還擔任香港關係企業的董事。

Chinese diplomat wanted for questioning by police
The Tokyo Metropolitan Police has asked that a Chinese diplomat submit himself for questioning over a foreign resident registration card he allegedly obtained fraudulently.
Diplomatic personnel are not required to register as foreign residents. But police suspect that a 45-year-old first secretary of the Chinese embassy in Tokyo concealed his status when registering at Tokyo's Katsushika Ward Office in 2008.
The diplomat allegedly then used his registration card to open a bank account. Police say tens of thousands of dollars in probable consultation fees were paid into the account by Tokyo companies. Diplomats are prohibited from such activities by an international treaty.
Earlier this month, the police asked to question the diplomat through the Japanese foreign ministry. The Chinese embassy rejected this and the diplomat returned to China.
The police are looking into the man's potential interactions with Japanese politicians and business leaders.
The man reportedly worked for an intelligence division of China's People's Liberation Army. He is a former student at the Matsushita Institute of Government and Management, which has produced a number of political leaders, including Foreign Minister Koichiro Gemba.
Speaking about the incident on Tuesday, Gemba said he did not recall the person. Gemba said that he had only learned about the incident that morning and needed to gather more information.
Chinese embassy spokesman Yang Yu said on Tuesday that allegations that the first secretary was involved in espionage were unfounded and that he does not know anything about the foreign resident registration matter. He said the diplomat returned to China because his term was completed.
Yang says the first secretary was previously a researcher at a Chinese government think tank. He says the man joined the embassy's economic affairs division in July 2007 and helped promote economic exchange.

警視庁によりますと、書記官は中国の農業特区での事業投資の名目で日本の複数の企業に合わせて数千万円を出資させていた疑いがあり、このうち数百万円が外国人登録証を使って不正に開設された銀行口座に振り込まれていたということです。
一方、同じ口座には東京の食品会社から「顧問料」として毎月１０万円程度の現金が振り込まれていたということですが、会社側は「書記官の妻が会社で働いた際のアルバイト代で問題はない」としています。
警視庁は、資金の流れを詳しく調べています。
