台日未來關係　半數台灣人樂觀

　日本交流協會28日公布台灣民眾對日本觀感的調查結果，顯示日本仍為台灣人最喜歡的國家，有半數人對台日關係未來發展樂觀。 

　中央社台北28日報導指出，調查發現，50%民眾對台日關係未來發展樂觀，但較去年調查結果下降13%。另外，33%民眾認為雙邊關係是好的，但相較於去年調查結果，今年下降20%。 

　對於台灣今後最應該親近哪個國家或地區，今年調查顯示，29%民眾選擇日本，中國大陸36%、美國15%。4年度調查都維持第一的中國大陸的分數於近兩年度提升。位居第3的美國則有逐年下降趨勢。 

　財團法人日本交流協會委託尼爾森行銷研究顧問公司調查台灣民眾對日本觀感，公布「2012年度台灣民眾對日本觀感之研究」結果。 

　根據調查，43%民眾表示，除台灣外，最喜歡的國家或地區為日本，較去年調查上升2%。 

　調查顯示，若要到國外旅行，38%民眾考慮最想去的國家是日本，其次是歐洲（34%）、中國大陸（9%）、美國（6%）、東南亞（5%）及韓國（4%）。 

　2008年、2009年、2011年、2012年的調查結果中都顯示，日本是台灣民眾在考慮到國外旅行時最想去的國家。從這4年度的趨勢看來，日本與排名第二的歐洲的百分比差異漸漸縮小，選擇日本的比例有逐年下降趨勢，選擇歐洲的比例持續上升。 

　這項調查是以網路及電腦輔助電話抽樣訪問全台民眾，樣本共1002份，其中網路訪問414份，電腦輔助電話訪問588份。樣本數為1000份時，抽樣誤差可控制在正負3.1個百分點內。調查時間為今年1月11日到1月27日。

Japan remains favorite country of the Taiwanese: survey

Taipei, June 28 (CNA) Japan remained the favorite country of the Taiwanese people for the year 2012, with half of them being optimistic about future ties with Japan during that period, a survey showed on Thursday.

Forty-three percent of the people in Taiwan preferred Japan over any other country or region in the world last year, up 2 percent from 2011, according to the survey on the Taiwanese people's perceptions about Japan, commissioned by the Interchange Association.

The association represents Japanese interests in Taiwan in the absence of official ties.

Only 7 percent each of those polled picked the United States, China and Singapore to be their favorite country.

Japan was the Taiwanese people's favorite country in 2008, 2009, and 2011, according to the association's surveys conducted in those years. The association did not conduct a similar poll in 2010.

In addition, Japan remained the top pick among those Taiwanese looking to travel abroad last year, leading to a repeat of the survey results from 2008, 2009, and 2011.

According to the survey last year, 38 percent preferred to travel to Japan, 34 percent to Europe, 9 percent to China, 6 percent to the United States, 5 percent to the Southeast Asia and 4 percent to South Korea.

Meanwhile, 50 percent of Taiwanese people were hopeful about an improvement in ties with Japan last year, a 13 percent drop from the previous year.

People aged between 20 and 39 were the most optimistic group in 2012.

A significant fall was also seen last year in the number of Taiwanese people who perceived two-way relations between Japan and Taiwan as good.

Thirty-three percent were positive about Taiwan's current relationship with Japan last year, down 20 percent from 2011, the survey showed. People under 40 were the most positive group last year.

Commissioned by the association, market researcher Nielsen conducted the survey from January 11-27 via the Internet and computer-assisted telephone interviews.

The survey collected 1,000 samples and had a margin of error of plus or minus 3.1 percentage points.

日本の対台湾窓口機関、交流協会台北事務所が毎年実施している対日世論調査の結果、「最も行きたい旅行先」に38％の回答者が「日本」を選び、トップに。「ヨーロッパ」が34％で2位、「中国本土」は9％で3位、「米国」は6％で4位となった。「最も好きな国・地域」でも「日本」が43％で首位だった。

外來語用太多 老翁怒告索賠

岐阜縣七十一歲老先生高橋鵬二怒指ＮＨＫ（日本放送協會）用過多無法理解的外來語，使他遭受到不必要的精神折磨，而於廿五日向名古屋地方法院提訴，向ＮＨＫ索賠一百四十一萬日圓（約新台幣四十二萬六千多元）的慰問金。

高橋曾是岐阜縣可兒市的公務員，也是「重視日語之會」的幹事。訴狀中指出，高橋與ＮＨＫ簽訂收視契約後，看電視時發現，不管是報導還是娛樂節目，在沒有必要的情況下都濫用外來語。例如，「風險（risk）」「關懷（care）」「糾紛（trouble）」、「門房、管理員（concierge）」等都用外來語，「帶給他不必要的精神痛苦」，乃符合民法七百零九條的非法行為。

高橋說，「年輕世代也許會懂，但老年人根本不知道什麼是athlete（運動選手），什麼是compliance（遵守法規）。我向ＮＨＫ提出詢問狀，但並沒有得到回答，因此決定提起訴訟。這不只是ＮＨＫ的問題，但ＮＨＫ是公共傳播影響力強，希望播出的內容能讓老年人也看得懂。」

辯護律師宮田陸奧則表示，「濫用外來語可說是所有媒體的通病，但是ＮＨＫ是有影響力的公共媒體，希望藉此訴訟讓日本社會能廣泛地思考一下日本文化的定位。」

日文為表音文字，經常使用外來語，多用片假名表記，以日本獨特的沒有捲舌音的五十音去拼出發音來。台語有些就是沿用日文、但其實是外來語，例如tomato（番茄）、台語說成拉機歐的radio（收音機），來自葡萄牙語的「pan」（發音「胖」），指的是麵包。

Pensioner sues NHK for using too many foreign loanwords

TOKYO —
A pensioner is suing Japan’s national broadcaster NHK for emotional distress, claiming the overuse of foreign loanwords has rendered many of its programs unintelligible, his lawyer said on Thursday.

Hoji Takahashi, 71, is demanding 1.41 million yen in damages for the broadcaster’s reliance on words borrowed from English, instead of their traditional Japanese counterparts.

“The basis of his concern is that Japan is being too Americanized,” lawyer Mutsuo Miyata told AFP. “There is a sense of crisis that this country is becoming just a province of America.”

Japanese has a rich native vocabulary, but has a tradition of borrowing words from other languages, often quite inventively and sometimes changing their meaning in the process.

Most Japanese speakers do not think twice about using words including “trouble”, “risk”, “drive” or “parking”, among many others.

Although English provides the bulk of loanwords—an inheritance of the post World War II U.S. occupation and subsequent fascination with American culture—words borrowed from many other languages are also in use.

Thus, the word for part-time work is a Japanized version of the German “arbeit”, “concierge” comes from the French and the Spanish “pan” is understood as bread.

However, Japan’s phonic structure, in which sounds are usually made of a consonant and a vowel, renders many of these borrowed words unintelligible to speakers of the language from which they came.

The English “trouble” becomes “toraburu”, for example, while the French “concierge” is pronounced “konsheruju.”

Takahashi, a member of “Nihongo wo taisetsu ni suru kai” (The Treat Japanese as Important Association), brought his suit because entreaties to NHK had been ignored, his lawyer said.

“Young people can probably understand a lot of this stuff, but for older people like myself, when I hear ‘asurito’ (athlete) and ‘konpuriansu’ (compliance), I don’t know what it means,” Takahashi was quoted as saying.

“He decided to file the suit because the broadcaster did not bother to reply to him,” said Miyata, a former highschool classmate of the plaintiff.

“This is a matter of Japanese culture, the country itself, including its politics and its economy,” he said.

NHK said it would refrain from commenting on the matter as it has not received any legal documents from the court.

Traditionalists in France and French-speaking Canada also worry about the erosion of their native tongue as the influence of Hollywood spreads.

In 1994, French parliamentarians passed the “Toubon Law”, which stipulates that the language of education in France must be French, bar some exceptions.

Quebec has a government agency to enforces rules that demand a certain amount of written material must be in French.

ＮＨＫは外国語使いすぎ！７１歳男性「内容分からない」と提訴

　ＮＨＫの放送番組で外国語が乱用され、内容を理解できずに精神的苦痛を受けたとして「日本語を大切にする会」の世話人・高橋鵬二さん（７１）＝岐阜県可児市＝が２６日までに、ＮＨＫに１４１万円の慰謝料を求める訴えを名古屋地裁に起こした。提訴は２５日付。

　訴状によると、ＮＨＫでは報道、娯楽番組を問わず「リスク」「システム」「トラブル」「ケア」などの外国語が多用されており、番組名にも「ＢＳコンシェルジュ」「スタジオパークからこんにちは」「ほっとイブニング」「Ｓｐｏｒｔｓプラス」「Ｓｈｉｂｕｙａ　Ｄｅｅｐ　Ａ」などと用いられていると指摘。日本語で容易に表現できる場合でも使われているとし、ＮＨＫが日本語を軽視するような姿勢に強い疑問があるとしている。

　現在「日本語を大切にする会」を実質、１人で運営する高橋さんは取材に「質問状を提出したのに回答がなかったので、訴訟に踏み切った。ＮＨＫだけの問題ではないが、公共放送は特に影響力が強い。年配者にも分かるような放送にしてほしい」と話した。高橋さんの代理人・宮田陸奥男弁護士は「彼の訴えの根底には日本文化の軽視と急速な欧米化への憂慮がある。今回は裁判は勝ち負けではなく、問題提起の意味合いが強い」と説明。「ニュースや、解説でも多用されているのもどうか。（提訴に）批判があるのも承知している」とも述べた。

　請求額は、地裁で扱える額が１４０万円を超える額と民事訴訟法で規定されていることに基づき決めたという。ＮＨＫは「訴状の内容を確認していないのでコメントを差し控える」としている。
