東電國有化計劃獲批 家庭電費將上調10%

日本經濟產業相枝野幸男9日批准了東京電力公司提交的“綜合特別事業計劃”，該計劃的主要內容是實際上將東電國有化。該計劃的期限為10年，將實施至2021年度。

主要內容除了削減33,650億日元以上經費外，還明確提出將家庭電費上調10%以及於2013年度重啟新潟縣的柏崎刈羽核電站。電費上調後，標準家庭每月電費的平均增加額為480日元（約合人民幣38元），每月電費變為7453日元。

日本政府最早將於7月向東電註資1萬億日元，通過掌握過半數表決權實際上將東電國有化。屆時將增加外部董事，強化經營監督工作。

該計劃還提出了將燃料和火力部門、送配電部門、零售部門變為分公司，公司整體轉變為控股制的構想。日本政府將以東電為平台，具體推進電力改革和能源政策的修改工作。

Gov't to inject 1 trillion yen in public funds into TEPCO

The government decided Wednesday to inject 1 trillion yen in public funds into Tokyo Electric Power Co. as part of a 10-year plan to help Japan's largest utility overcome its financial plight following the Fukushima Daiichi nuclear power plant disaster.

Based on the restructuring plan, the company known as TEPCO will be put under temporary state control and continue to deal with three key tasks -- paying trillions of yen in compensation related to the disaster, scrapping the Fukushima plant's crippled reactors and providing stable electricity supply to areas including Tokyo.

The plan also stresses that a minimum level of electricity rate rises for households and 1 trillion yen in additional loans from financial institutions should be implemented together with the capital injection to put the company's business back on track.

枝野幸男経済産業相は９日、東京電力の実質国有化を柱とする総合特別事業計画を認定した。対象期間は２０２１年度までの１０年間とし、３兆３６５０億円超の経費を減らす一方、家庭向け電気料金の１０％値上げと柏崎刈羽原発（新潟県）の１３年度の再稼働を明示した。政府は７月にも公的資金１兆円を資本注入し、議決権割合の過半を握ることで東電を実質国有化。社外取締役を増やして経営への監視を強める。

燃料・火力部門、送配電部門、小売部門を社内分社化し、さらに持ち株会社制へ移行する方向性も示した。
