華英日ニュース≪台湾で国民党大敗、民進党が４直轄市制す≫

台湾では、選挙だったんですね。
4年前のこの選挙、記憶に残ってます。
その頃は高雄に住んでいて、東京からの出張者対応をしていて、
「今回、直轄都市ができて、台南県が台南市になりました」
って、説明したの覚えています。

で、結果ですが、ものすごい地滑りが起こって、民進党が大躍進し、
国民党がボロボロだったようです。

国民党の党首を長く務めた連勝の息子勝文も台北市長選で、
無所属の人に負けてます。

選挙とはあんまり関係ないですが、勝文の奥さんは驚くほど美人です。
台湾時代に、”ものすごい美人”って噂聞きつけて、インターネットで調べてみたら、
本当に美人でびっくりしました。

2年後の大統領選挙では、民進党が勝利して、8年ぶりの復活なるかもしれませんね～。

國民黨慘敗 馬英九：不迴避責任 盡快改革

史上規模最大的「9合1」選舉結果已大致底定，民進黨大舉北攻成功，國民黨應該只保住6個現有的執政縣市，包括新北市、苗栗縣、新竹縣、南投縣、台東縣與連江縣，選情相當慘烈。
國民黨主席馬英九在晚間7時多抵達國民黨中央觀看開票結果，並在晚間9時多舉行記者會。馬英九一開始便率領黨內幹部向所有支持者鞠躬致歉。馬英九表示，行政院長江宜樺與秘書長曾永權已向他請辭，他也已經同意。馬英九則並未表示要辭去黨主席一職。
馬英九說，這次國民黨遭遇極大挫敗，選民透過這次選舉傳達的聲音他都聽到了，此時最重要的是提出改革方案，回應人民的訴求，他不會迴避任何責任。他並強調國民黨不會輕易被擊倒，過去不會、現在也不會，他希望大家擦去淚水，繼續為國民黨與國家奮鬥。

馬英九並呼籲對手放下選戰中的對立，讓國家利益超過個人與政黨，共同為國家打拚。

Kuomintang suffers severe setback in Taiwan polls; premier quits after poll loss

The ruling Kuomintang has suffered a severe drubbing at Taiwan polls. The capital Taipei was lost to Ko Wen-je, an independent candidate backed by the pro-independence Democratic Progressive Party. Ko won 57.16% of the vote against KMT's Sean Lien.
Taichung, traditionally a KMT stronghold, went to the DPP with 57.06% of the vote.
The KMT also lost: Keelung, Hsinchu, Taoyuan, Changhua, Kinmen and Penghu.
In New Taipei City, the KMT candidate Eric Chu hung on to his seat by a razor-thin margin.
Prime Minister of Taiwan Jiang Yi-huah has resigned, taking responsibility for the Nationalists' poor showing, especially among major cities, Bloomberg reported.
The polls have largely been viewed as a referendum on Taiwan's relationship with China, with KMT supporters being seen as largely pro-Beijing. Domestic issues that also played a role in electoral outcomes included the government's handling of food safety scandals, the widening income gap and low wages.
“We have noticed the results of the election,” Ma Xiaoguang, spokesman for China’s Taiwan Affairs Office, said according to the WSJ. “We hope compatriots across the Strait will cherish hard-won fruits of cross-Strait relations, and jointly safeguard and continue to push forward peaceful development of cross-Strait relations.”

台湾で国民党大敗、民進党が４直轄市制す

【台北＝山田周平】台湾で29日、2016年初めの総統選挙の前哨戦となる統一地方選挙が投開票され、与党の国民党は台北市、台中市など３つの直轄市で市長ポストを失い、大敗した。党主席を兼ねる馬英九総統の指導力の低下が響いた。経済を軸に中国との関係拡大を進めてきた国民党の惨敗で、中台交流に逆風が強まるのは確実だ。
　台湾独立を志向する最大野党の民進党は支持基盤が厚い高雄市、台南市に加え、台中市、桃園市と４つの直轄市で市長ポストを押さえた。総統選の追い風となりそうだ。首長選全体の政党別の得票率は民進党が約48％、国民党が約41％だった。

　地方選は全22県市の首長や議員を一斉に選ぶ過去最大の規模だった。首長ポストは国民党が15から６に減らし、民進党は６から13に増やした。

　総人口（約2300万人）の約７割を占める６つの直轄市の市長選では、首都機能を持つ台北で国民党の連勝文氏（44）が、民進党が支持する無所属の柯文哲氏（55）に敗れた。連氏は連戦・元副総統の長男で知名度が高かったが、世襲批判などが響いた。柯氏は医師出身で、率直な物言いが既成政党に飽き足らない有権者をつかんだ。

　国民党の台北市長選での敗北は分裂選挙だった1994年以来20年ぶり。中部の拠点都市、台中市では国民党の現職、胡志強氏（66）が多選批判などで民進党新人の林佳龍氏（50）に敗れた。

　国民党の大敗の主因は馬政権への支持の低迷だ。馬総統は失業率の低下などを成果と訴えたが、12年の総統再選後に突如打ち出した増税策や、自らが仕掛けた党内での権力争いなどで支持者が離反した。

高雄輕軌動態測試首日 加速、煞車、充電一氣呵成

〔記者楊菁菁／高雄報導〕全國首列輕軌列車今下午展開動態線上測試，短短200公尺距離，進行加速、煞車及充電程序，西班牙CAF團隊技術總監雷蒙評語「首次試車穩定性超出預期滿意！」

副市長劉世芳在場體驗，也評分80分，有信心CAF團隊會帶給高雄市民最驕傲的輕軌系統。
高雄輕軌列車日前在C2站靜態展示，獲得熱烈迴響，超過6萬人次參觀，幾乎都是衝著義大利法拉利公司設計「小綠綠」輕軌列車；今天動態測試現場，謹慎安全起見兩邊都架起簡易圍籬，但仍吸引民眾熱情圍觀。

劉世芳表示，11月底還會有第二列輕軌列車抵達高雄，輕軌營運總計需要9列列車、45節車廂，明年4月以前會陸續抵達，每列車都需要經過2~3個月的動態機電測試。因此，這段期間，輕軌軌道上會出現多部列車同時測試的畫面。

Kaohsiung LRT system to start construction today

Construction of the nation’s first light rail transit (LRT) system is to start today with the demolition of the Taiwan Railways Administration’s (TRA) wharf-side tracks in Greater Kaohsiung, and testing of the new system should start by the end of next year, the Greater Kaohsiung Government said yesterday.
The 22.1km long LRT will be built in two stages. The first 8.7km will pass through Kaohsiung’s Asia New Bay Area and Pier 2 Arts Center to the terminal station in Sizihwan District (西子灣).
The vehicle storage and maintenance bay for the LRT will be built at the crossing of Kaisyuan Road Sec 3 and Sianming Road, taking up about 3 hectares of land, the city government said, adding that the 8.7km stretch would comprise 14 stations, each spaced between 500m and 800m apart.
Spanish construction company Construcciones y Auxiliar de Ferrocarriles (CAF) and Taiwanese company Evergreen Construction Corp will undertake the construction of the LRT system, with initial tests scheduled to start at the end of next year, the city government said.
The Kaohsiung Rapid Transit Corp said the new system would involve extended construction along Yisin Road and Chenggong Road as the company removes TRA’s railways and underground cables and replaces them with light rail tracks.
The LRT will use CAF’s innovative rapid charge accumulator (ACR) system, which provides energy-saving benefits and allows trams to run without looping between stops, minimizing the visual impact of the rail system on the cityscape, the company said.
The city government asked the two companies to build distinctive LRT trains that would make them a landmark and make the city livelier.
The total cost for building the LRT is estimated at NT$16.5 billion (US$550 million), with the central government providing a subsidy of NT$6.4 billion and the rest to be raised by the local government.

高雄ライトレールで試運転 集電装置などテスト

高雄市で建設が進む次世代型路面電車（LRT）で使用される車両の試運転が22日、同市内で実施された。集電装置やブレーキなどの作動試験が行われ、沿線には開業を待ち望む多くの市民が集まった。

高雄LRTではスペインの車両メーカーで製造された5両編成の電車を導入し、今月初旬には線路上で開業に向けた試験を行っていた。駅に停車するわずかな時間に集電する方式を採用しており、この日はこれらの装置が正常に作動するかなどがテストされた。

関係者は試験結果について「順調だ」としながらも、安定した運用のために引き続きテストを実施するとしている。
